I think this is best used on large muscular areas. Small joints of the hand may find the heat too overwhelming as it’s very strong. I would proceed with caution especially as on your hands you’ll easily transfer it directly (or via touching other things) to your mucous membranes (eg nose, eyes, lips, genital area) and it’s very sore, will burn and it’s not easy to reverse or wipe it away.

Is this for shingles numbness and pain?

You should definitely not rub it anywhere near broken skin/open wounds, mucous membranes (eg eyes, nose, mouth or intimate areas) as it will burn intensely. I use it to help ease neuropathic pain in my arms. Start off with a little then the next time put more on. Definitely wash hands thoroughly and immediately after rubbing it in and doing before doing anything else. If you’ve got nerve pain it might help ease it.
