Q: How can it be installed without removing pipes or radiator valves? Are they like the "snap it" covers?

They can't, they need to fit over the copper pipe. They're metal rather than plastic and are a proper pipe, just slightly bigger than a standard 15mm copper pipe. Looks 100x better than clip-on / snap-on covers, but needs fitting before valves go on - or remove and refit them

Q: Can you advise the best way to get a straight smooth cut when cutting these to length?

Hi. I used a normal 15mm pipe cutter to scribe the cut area and then used a metal cutting disc on a Dremel.
