Q: I don't own a tactor, does it have handles that I can use as a walk behind?

You can pull it. No handles. Remember it can be heavy depending on how much water is in it. I have it near full about 300 Lbs and pull it with my riding lawn mower but use my hands to move it to drain it and put it away. Good product for the price. Good Luck. Don

Q: Would this be as good as the steel roller?

I don't know anything about a metal one but the plastic one I have works good for me. I always try to use it when the ground is damp and it works better

Q: The fill opening is threaded for the plug to screw in. Can a garden hose fit into the fill opening without screwing it into the opening?

Yes. The end of the hose fits into the fill hole. If the fill plug falls out while using the roller, remove the plug, wrap a few revolutions of electrical tape around the end of the plug and reinsert.
