I have 2 of these older model Corby 7700, and Yes, this is normal that the zero remains on the display when the cycle has finished.

Does this still have the pull out tie holder? I am replacing my husbands press of same model after 15yrs, But have read this feature has gone. Why?

No tie holder I'm afraid. There is a coathanger for shirt or jacket which a tie could be added.
