Will this adhere to sill on outdoor side of bottom of double hung window.. between window and screen?

Yes. The back of the brush has adhesive, which is very sticky. Just make sure that the bottom of the window is clean and flat so that the product can be firmly attached to it

Because mine fell off of both doors in less than a week (after being applied according to instructions), I'd say it's VERY easy to remove.
