What is the advised thickness of mortar with sbr? is it a thinset mortar?

Hi, I have only used this as a bonding/waterproofing agent for sand and cement render, for which it is incredibly effective. I assume you are proposing to use it as an additive for brick mortar? I have no knowledge of it for this application I am afraid.

Can I use this on the back of 20mm porclain garden tiles

Yes. It is ideal for creating a slurry with cement applied with a brush to the back of a 20 mm ceramic tile. It is a water proof when dry bridging agent.

Would this product work as an exterior treatment to stabilise 100 year old flaking/weathered sandstone blocks?

Watered down it may work as a seal but it is intended to bond other materials not just seal one, it may also leave an unwanted sheen. I think there would be a better alternative out there.

Will it bond to exterior if painted for rerendering?

This would depend on the paint application, however, we would advise to remove the paint prior to any render application.
