Does this have a low setting that will reach below surface and uproot weeds in a gravel pathway?

No, this is not a tiller. You could break the tines of the dethatcher and ruin the scarifier. If you have that many weeds, kill them with a sprayer, regrade, and put new gravel on the driveway. Gravel is like mulch; over time (much longer with gravel), it compacts, sinks into the ground, and that's when you get weeds.

Does this work like an aerator so I can seed afterwards?

It does not pull plugs but cuts through thatch that then can be cleared away. I top seeded a portion of my lawn afterwards and had great results.

Can this be used to simply vacuum leaves?

Technically you could, but it's not really made for that function. You might find the bag filling quite quickly since it's not going to mulch the leaves; something a mower and blower (with leaf attachment will do). Additionally, it's unlikely to pick up all of your leaves. Lastly, you might find yourself continuously picking leaves off the tines of the dethatcher. Ultimately, a rake would be better and less work.
