Does it have bust support or a shelf bra? Or do you need to wear a strapless bra?

There is no shelf bra which wasn’t an issue. I am a 32D so I wore a strapless bra underneath this shape wear and it worked great

How is the fit on the thighs? I have brought one before where the body suit dug into the thighs and you could see it under the dress

That won't happen with this garnet. If anything it is quite loose. It fits comfortably

Does it have a crotch hole or hooks ( for restroom use)??

Yes there is a crotch hole, not sure what you mean about hooks but you can add straps if you need to, I did not wear it but I liked it enough to keep for something else it might work for.
