My daughter is 2 years and 2 months uses pull-up size 4-5T but they are starting to fit her small and what size do you recommend?

My son wears 2t/3t size pull-up and the size 2t training underwear are a little tight on his legs but do the job for now. The 3t underwear fit with a little growing room. I would suggest size 5t if she has chunky legs like my little one.

Are these vinyl or plastic on the outside?

I’m sure that the vinyl layer is within the cotton, these are very good for potty training. I used them for my daughter and got the boy brand for my son when they were potty training. They hold up very well even if there’s an accident your little one’s clothes won’t get wet.

Will the largest fit a 55lb 4 yr old?

You may need the largest size after the standard one, try other vendors they may have an extra large.
