Is this compatible with marvel legendary?

It should be a bit. The characters have recruit and attack like in Legendary but card effects sometimes mention the light and dark and since thats not in marvel legendary I doubt certain effects would. Icm now tempted to try though.

If i want to sleeve the cards do i use standard size card sleeves?

Yes use Standard Card Game sleeves (2-1/2" x 3-1/2" - 63.5 x 88mm).

Blank cards in this bored game

The blank cards are to save on the production costs, it's cheaper for them to have blank spacer cards so everything fits into standard sized wrapped-packs. The Marvel Legendary games have cards in packs of 100, some of the expansions have 40+ blank cards, a 350 card set rounding up to fill 4x 100 packs. I don't have Legendary: Buffy, but all the Marvel products have a card count list in the instructions. Just make sure that you're not missing any cards based on that list and you should be fine. Throw away the blanks or use them to make your own custom cards.
