This will prevent my leather sheath from wrinkling? Also is this better than snow seal?

Cannot guarantee sheath will not wrinkle, as that is a characteristic of leather, treated or untreated. Have not used Snow Seal, but I understand it is similar (not identical). Comparison is a subjective issue which I can't address.

Shouldn't be a problem. Feibing or Pecard should work fine for you. Both are mostly bees wax and petroleum jelly. No mink or neatsfoot oil that might over-soften the lizard hide and make it mushy and/or weak.

CanI use this on the leather back side of a sheep skin rug. It’s dry and needs conditioning?

It might darken the leather. Other than that, it will refresh dry leather. Might be an issue with a slippery hard floor. Don't over apply, and brush or buff excess.
