which pens take the refills for Q connect pens

The Q Connect Reception Pen Refill is only available in Blue ink not Black (Some suppliers say they sell black, but it has been discontinued) - The code is KF11048 for the blue ones - and we sell them for £2.99+postage for a pack of 10 (01772 518851). We had a customer who wanted a black refill, so we had to cut down a refill from another pen. The only refill that worked was from a Club group value pen - Hope this helps!!

And the diameter? I need 2.5 mm with a tip diameter of 1.75 x 8 mm long.

as far as i know they were to go a signing in book and they have been fine

My papermate flexgrip ultra refill measures 140mm long, so you would have to extend this refill for it to work.
