how does this clip on without the need for a spanner. i can only see on and off switch?

It has a black push button the side. But it does not fit camping gas bottles.

Will this fit a Calor 13kg gas cylinder?

Yes as long as the cylinder is butane and requires a 21mm regulator - I use mine with Flogas butane 13kg cylinders.
