What phone app do you need to work this camera?

This PT camera cannot be used alone, it needs to be used with a DVR. The app used depends on the DVR. The compatible DVR needs to support the coaxial protocol, and the compatible DVR type is AHD 1080P or higher than this resolution. Annke's DVR app is Annke Vision.

Interest to know if this would work with my dvr ds-7208-sh pan tilt would be useful

If your DVR model is Hikvision: DS-7208HGHI-SH, it is not compatible with this camera.

Will this new cam just plug into 1 ethernet cable or it needs its own power source too?

This camera does not work with an Ethernet cable. You need a POE camera for that. This camera uses Coax cable and a separate power supply.
