Do you think this is suitable for a 3 nearly 4 year old ? Please

I Bought this for 2 yr old but she was a bit young for it. But will use in future. I had this game when I taught in Primary 1 class at school and they all seemed to enjoy changing the feelings of the bears and making up stories about why the bears were happy, sad or grumpy. I'm sure it would be ok for 3/4 yr old.

Are all the pieces able to be stored in the box safely?

Yes, the lid slides over like a little drawer and so it is held in place. The pieces all sit safely inside.
