saw NO pictures of a foot rest! There was one photo of a leg rest when recling, where is the FOOT rest?

It's under the seat. You pull it out and flip the cushion over to use it. It's very small but functional.

My tilt lock mechanism no longer holds. Is there a replacement part available for sale?

"It is a normal sized chair." is no an answer to whether parts are available.

Does this chair smell bad?

Mine had a small smell once I took out of the box but it wasn't bad. I love the chair and recommend it.
