Can the epoxy glue be sanded ?

Sure. After 24 hours, metal putty becomes very hard and can be sanded.

Can this be applied to a smooth finish so that no (or very minimal) sanding is required?

I used it for a repair to a guitar neck. The guitar was quite old and had some indentations in the wood. I applied this product and got it as smooth as I could so it didn't need sanding so much. I was quite pleased with the result; I utilized medium coarse sandpaper to polishing sandpaper to finish off. The repair seems very steadfast so this could possibly be the product that you might like to try.

Can it be screwed into after hardened.

I used it on my caravan. I actually drilled and plugged it then screwed into it.

Will this epoxy putty repair plastic items?

sure. I used plastic putty to repair the hard plastic frame of the mirror, which is very tough.
