Q: Does this work at all with the wella activating lotion or do I need developer? I use the activating lotion for wella's other toners and it works great

Hi! Thank you for contacting Wella. Our Color Charm Creme Toners should only be used in a 1:2 ratio with the Color Charm 10 Volume Developer. Our 10 Volume Developer replaced our former Activating Lotion. We hope this was helpful!

Q: can this be used on freshly bleached hair?

Yes, I would use 6 or 10 volume creme developer. U want it to tone. And, it will.be less damaging.
