Are you able to change the temperature?

There are 3 settings on the light switch: low, off and high. I don't know what temperature is on low setting. You can always adjust height of the lamp which in turn will adjust temperature that chicks will feel.

Can i run a heat lamp off a 12volt battery

It's electric so I don't think so.
