Can I use this to paint metal grommets, for use on a dress.

This paint is specifically for plastic modelers, but it is quite durable. I cannot see why it would not work well on metal.

What's the diffirance between enamel set and detail enamel set

If you look at the description, you will see that contain different colors of paint. The auto detail set contains colors that you would use for painting the details on an automobile model.

Could I use this on a kayak if I used a sealant over it?

You probably will need a larger amount of paint. This particular product is for model care and airplanes. My suggestion is to get larger size enamel paint ( 1 quart sized cans) in the colors you want, and get a clear gloss to seal it.
