How do you decide what size staples to buy for this stapler?

It all depends on how much paper is in the stack to be stapled together. If you are stapling only a few pages, you don't want a long sided staple because it can jam the stapler and/or the staple ends will come back through the packet. I solved the problem by noting the recommended number of pages for stapling as related to each size staple. I bought a box of each size and change to match the number of pages to be stapled.

Can you still use this stapler for 30/40 sheets with the 3/4" staples, or will I need a different stapler or different size staples?

Yes you can staple as many as 160 sheets at once and use up to 3/4 inch staples. I hope this helps you.

what size staples does it use?

Use: Swingline series heavy duty staples in 1/4", 3/8", 1/2", 5/8" or 3/4" leg lengths. I am using this size right now and it is sufficient for my needs of 90 sheet job. ( Swingline S.F. 13 Heavy-Duty Staples, 0.5 Inch Leg Length, 90 Page Capacity, 1000 per Box (35312) ) The smaller the size staple the less sheet capacity and vice versa for the larger sizes.
