It is just the decanter but the aerator is part of the design of it

The mouth is too big for a cork or a stopper - it’s for decanting only

Q: What are the dimensions? Is it 40.8cm tall or wide?

The answer seems to be neither, I've asked the recipient of this to measure it and it's approximately 22cm diameter and 24cm tall, hope that this helps.
