are these covers large enough to cover the spigots sticking out? (ie rain barrel fixture for hose etc?)

I use these covers to cover up moveable round coke coolers, with spigots to drain the ice water, you used to see in gas stations. They're a very nice fit.

Will it help a rain barrel from freezing and cracking in winter?

It depends upon how hard the freeze is. Here in the Pacific Northwest, we rarely get a HARD freeze, so I haven't had any problems with the light freezes we experienced this last winter. I really like my covers and feel they keep the barrels cleaner as well as a wee bit protected from the weather. Good luck! :)
