Who do you lock the tire on ? Does it come with the lock ?

There is no lock, you simply bolt the tire to the carrier.

What is the distance from the tire mount surface to the frame mount surface? In other words, how far out is the back of the wheel held from base?

Quite a ways because the carrier broke off the mount the first time I used it.

Dimensional drawing? Looking to see if it will fit width of spare tire.

It fit my 5.30-12 530-12 5.30 X 12 12" trailer spare tire.
