no they are not collapsible/foldable.

what are the demensions of this step?how high to top step, raise on each step? how wide are the steps?

The steps are about 20" high. The top step is 27 x 16" the other steps are 27" x 9 1/2". the raise is about 6 3/4"

Just reach out to seller to solve this problem, they have sent me 4*M8*15MM and a hex wrench, they actually worked better. I really like this hot tub handrail with two handrails, much stronger than the one i ever bought. Just reach out to seller.
