Won’t work and says L3 on the display. Is it broken?

Press and hold the power button for three seconds. You have the travel lock on.

Can this ne used for hair cuts?

The Electric Trimmer is just that, a trimmer for your face and body. We wouldn't recommend it for cutting the hair on your head.

What exactly is a "7,000 MRP motor"?

That should say RPM and it means the motor in the trimmer make 7000 Revolutions per minute.

Will this work on legs?

There is a body attachment with the Trimmer that is good for the full body and can be used on your legs.
