You need to have the EZ lock mandrel for your dremel. That’s what the discs attach to.

Do I need to buy a mandrill for this disc

Yes I am afraid you need to buy the "speedclic" madrill separately this usually doesn't come with standard Dremmel drill package. Amazon sell them for £7.96, alternatively if you want other bits as well consider getting something like Dremel 100 Piece Modular Accessory Set that includes the speedclic, though at £24 not cheap.

Have bought the box of 12 discs. Can anyone to tell me how you get into the container to release a disc? Thanks

Once you take the wrapper off. Look on the underside, when you have removed all of the wrapper the discs are released from the bottom by pushing the sliding a disc out. The container acts as a dispenser releasing one disc at a time
