If you make some up, how long will it keep and still be effective for?

It's obviously ideal to use immediately but still active 3-5 hours after water is added. Only requires small amount for each use so the product lasts long time even made fresh for every use..

Can it be used on stainless steel?

its peroxide based and doesn't say on the packaging that you cant... its good stuff.. highly recommend

can you use this on brushed steel?

Seeing the photo at the side here of your question , this looks very different to the no rinse sterilizer I use , but to answer your question these products are for home brewing , after rinsing with the sterilizer the bottles and fermentation vessels are good for 1 hour , then everything sealed with the liquid inside and closed to the air , and I can not think of anything in home brewing that has brushed steel ..
