Q: Is this safe to use on white cotton?

This product is used to freshen up the shoes, not to change colour. This colour is suitable for black shoes. If you want to change colour, I suggest you used the Kaps dye.

Q: Would this work on a faded black straw hat?

Q: would this turn my white converse black ?

It's basically pitch black ink. (Not sure what "freshening up" means) but it basically dyes everything it touches black, including white shoelaces. I used it to convert my light grey shoes to black - looks great. Not super easy to do, as you probably want to keep your soles white (?) but definitely doable.
