no,you have to buy the fanatec seat or download the printed guide to cut out the holes..

Not without purchasing an adaptor. If you're on console, PS4 for example, then the pedals have to be plugged into the wheel base. This means that you need to use pedals that are made by the same manufacturer as the wheel. However there are adaptors made by third parties that claim to allow you to use a Fanatec pedal set with Thrustmaster wheelbase, URL: http://www.basherboards.com/CPX Note that I've never used these adaptors so don't have any experience with them. If you are on PC then you don't have this issue as you can plug in any device made by any manufacturer straight into your computer as a separate device.
