It's semi permanent. If you dye your hair with a manic panic dye and this the hairdye the colour will fade to pastel then you have a very pale almost white colour when all of the colour has faded. (E.g. if you did it with purple you'd get a bright colours at first that will fade to a pastel purple then remain that way until it's either very pale other until you dye it again)

Yes, but you will need a very small amount of colour in relation to pastelizer. Less than a tsp.
