Q: My daughter in law would love this in her yard...problem is her entire yard is a deck. Can this be mounted to one of the fence posts with pipe straps?

I have a similar wind spinner like this and I took zip ties and secured it to my lattice/fence , I had to put 2 zip ties together to go thru the fence slats to be able to secure it and so far it's been 1 year and still no problem. just make sure the deck it high enough, mine is 5ft. and I used 3 zip ties in various spots of the pole

I don’t know. Contact the company directly. They have a website. They have great customer service. I had a problem with mine and they fixed it.

Q: can you adjust the height? Another spinner allowed you to use or not use the middles section of the pole. i.e. make it taller or shorter.

No height can't be adjusted based upon the product. Don't know if another pole would fit into the pole to make it longer/taller.

Q: I have seen mixed reviews on the spin. Doea it require high winds to spin? And would it withstand chicago winters?

This spinner would take on the high speeds of any winds.. I take in all my spinners in for the winter.. That is me. if you chose to leave it out for winter. Make sure you use good thin oil for the inner ball barings.. To me , bring it in for the winter to enjoy it in the spring.. This is a very good wind spinner. We love ours..
