Does this fit the 3.5 quart mini or will it be too big?

We have the 3 1/2 quart mini and ordered this cover. It fits the 3 1/2 quart, it’s a little big but not bad. We haven’t washed it, but I heard it shrinks a little so that would be even more perfect.

Does it cover the plastic shield that sits on top of the bowl?

It was TIGHT with the plastic shield on so I just took it off and put that in the pantry. The cover fits much nicer without it - perfect fit really.

Is this designed to cover the bowl as well as the stand mixer, or just the mixer itself?

Yes. The bowl sits on the mixer stand and the cover fits over the whole works. You can store the paddle attachment in a pocket on the side of the cover, and keep the whisk attachment in the bowl. It's all right there. No dust or worries.
