Does the attachment to the ball allow for spin passing without tangling the straps?

To be honest, I am not sure, but my son has had 2 of these and both have broken, either the straps frayed or the loop attachment became disconnected. He was a junior player at the time of having both balls, so did not do overly hard passes for what happened, he was most disappointed.

Does this come with the inflation needle adaptor?

No, I don't think it did. They are dirt cheap though.
