Is this ceramic or porcelain?

Ceramic I believe. When they break, which is rare, they are tan underneath. We've been using Portmeiron for over 25 years. Wears very well. We still use some of the original plates.

Are they all made in either England or UK, not China?

We bought quite many of Portmeirion products including this mug and they were all made in England. But, we checked product details carefully to see if they're not made in China. Some Portmeirion products are made in China.
