It has a slightly convex rubberised strip on the back so is not prone to slipping like normal, flat stainless steel rulers. I use it with a Swann-Morton scalpel (very sharp) for cutting/scoring plasticard. If you ensure that the fold up flap is between your fingers pressing down on the ruler and the knife you are cutting with, the flap helps to prevent drawing blood in the event of a slip. A very good safety feature if you are using something very sharp like a scalpel. Hope this helps.

Can you use it to cut a 45 degree bevel on mounting board?

I doubt it as the cutting edge is squared off. Imperial Global Ltd

Is this ruler rubber backed underneath?

It has a non-slip backing underneath. I'm not sure if it's rubber, but it works, stops slipping and doesn't damage the surface that it is used on. A very good product.

What kind of metal is it?

Possibly steel or aluminium and would recommend this product.
