Q: Would this punch cut felt ?

Sadly no, it will not cut through any kind of material fabric or felt.

Q: I am hoping to make my own leaf confetti with this, would this work on holly/bayleaf and the likes, please?

I would think so I have cut circles on very thin grease . Don’t that was size grease poof paper as in picture of the punch. I don’t about leaves as it cuts out all circles in one go. As leaves would keep moving about. I would just use a single hole punch that way I know it would work wearily well.
