Is there any way of getting rid of the delay between switching on the lights and the lights coming on?

It's the ratio of dimmer and lamps. The dimmer has a soft start feature to stop any electrical spikes from damaging the dimmer. Some lamps have a soft start feature too, so you almost get a double soft start!

Question 3

I need the 2 gang dimmer to control 8 x 5W led’s and 13 x 5W led’s. Will this work??

You'd be taking a chance with 13 LEDs on one gang. Unfortunately the dimmer is only rated to control 10.  Although averaging 5W, the LEDs will draw a short lived peak power way in excess of that during turn-on. The 13 LEDs combined are therefore likely to exceed the peak power that the dimmer can supply. If that is the case, it will power limit, or even fold  the voltage down during the transient. If either happens, the LEDs won't turn on.

There is additional electronic circuitry after the dimmer to convert the mains AC voltage to low voltage DC - either in the light fitting if designed specifically for LED, or in the LED "bulb" itself if used as a replacement for an incandescent, CFL or halogen bulb .  Depending on how sophisticated that circuitry is in smoothing the load on the dimmer during the transient,  you might get away with it. If the circuitry is in the LEDs, when you come to replace them (they never seem to last as long as advertised), the replacements might not work.

Otherwise, there is no problem with having different loads on the 2 gangs; the dimmer function is optimised independently for the 2 gangs. So, its up to you whether you take a chance on it.

Question 4

I'm really pleased with the dimmer but occasionally when I turn on/off lights in another room, the lights turn off, do you know why please?

Perhaps you’ve set the load to the lights in the room too low cause them to turn off when you switch the light on in another room that shares the same circuit.

Adjust the lowest dimmable setting to a slightly brighter level to ensure that enough power is reaching them when other lights on the circuit draw power.
