Does it come with the tray in the photo?

No there is No tray. Its just there to show how it fits. Also lamp does not come with it.

What is the maximum and minimum height the T5 fixture can be placed using this stand? And how easy or hard is to reposition it in different heightsw?

The rods are approximately 18 inches high. I wish they were a taller, but I put the stands on blocks which makes it as tall as you want to go. The stands come with rubber bands that is used to adjust the height. I had one break and I don't like how they work, so I use clamps for height adjustments. It makes it really easy to change the heigth. Overall I really like the stands and I recommend them if you have the T5 fixtures.

Have a table 4 ft. long. Can this be used? Want it to stand on table.

Not if you buy the 4 foot fixture. I measured mine and with the feet it was 4ft-4inch minimum. The 2 or 3 foot one will fit fine.

Confused. Can this be used on a table exactly 4 ft. long?

Add 6 1/2" to each side of the grow light for a total measurement including the stands. If the bulb is 4' long you will need to add 13" to the length to include the stands.
