Q: Can this be used to over paint old Black Bitumen Paint on a flat roof

Yes! As long as it has no broken or flaking areas to it. It should be done when it is dry and also free from dirt and any loose material. It seems to have fixed my leak problem on my old bitumen painted flat roof.

Q: I have a 5 inch rain saturated concrete roof.. does it have to be dried out thoruoghly first? Or just the top surface where applied? Thanks

I would dry out the roof first. Cover it until it is. Then apply multiple coats to seal the roof. The more the better.

Q: Do you need to ware a face mask due to fumes?

I guess that if you were using it indoors, in a confined space with little ventilation, a serious mask would be a good idea. Outdoors in normal circumstances it shouldn’t be a problem. Very good and easy to apply, just spend a lot of time stirring thoroughly
