Q: Does the filler need to be painted with a primer when used on a model before being painted with acrylic paints?

This product dries to a similar dull grey to Revell's version, so I would certainly recommend a primer, especially if your base is several different colours after using the filler and/or you're finishing in a light colour. It really does show through less than 3 coats (based on using Halford's white or grey primer). Btw, in my experience it's easier to rub & finish than Revell's product.

Q: Would this be suitable on a resin military model kit or should I use something else ?

Hello I have never used resin but I cannot see any reason filler will not work . With regard to paint I have a feeling it may help to acrillic flat varnish before adding a top coat. Try the filler and paint on an insignificant part of your model so any horrors will not damage the model. Good luck Mark

Q: Why does this product not ship to Northern Ireland, surely it is not flammable or restricted?

Probably Brexit. Despite what Uncle Boris said there are barriers in the Irish Sea. I would advise do not come to England and try to smuggle it into Ireland you could end up in serious trouble
