Anyone know how to remove the battery cover? Mine is stuck!

Press and pull the outer cover downwards to reveal the battery cover. There's a rubber seal under the cover so it'll be tight. Lift the battery cover from the bottom.

Can this be mounted to a fence?

No reason why not. I used zip ties to secure mine to the end of the rail of my garden steps. For a wooden fence post, I'd use some plumber's u-brackets (or whatever they might be called).

How do you adjust the arc. My adjusting clips are locked in position by the dangling direction trigger.

Given that the trigger is narrow, I have never had any problem with adjusting the clips to change the arc of cover. I have done this many times. However, if you apply slight finger pressure to the trigger you will find it will spring across to the other side of its travel limit, which will give you more space on the side from which the trigger has moved.
