Is washi tape waterproof?

If you take a look on YouTube you will see crafters using it as a decorative base and painting over it. I have done this and covered it with watered down Jessica. It has not peeled off. This stack is so cheap it is worth a go. Quite dark designs but lots of it.

Can you write on the tape?

Yes you can with Staedtler pigment liner pen but they are patterned so writing not very obvious

Do these come with boxes?

mine came in one plastic box and plastic wrapping

Several reviews say the rolls are cut in two - is it possible to line up the mis-cut parts to complete a pattern?

You could try but the cut rolls are very thin and fiddly. They are OK for using to mark thin lines and borders. The wider rolls are lovely with Japanese style pictures and scenes and I use for journaling.
