Q: How high is the third step from the floor? What is the distance from the third step to the top of the handrail?

From the floor to the top of the 3rd step is 28 inches. Then it's another 14 inches to the top of the handrail, making the total height about 42 inches.

Q: Does this ladder lock? If you lean back slightly on any step, it begins to fold.

You have to be careful in opening it that the black curved piece goes UNDER the top bar. Then you release that with the black small piece on the top to fold it. If you don’t look as you are opening the stepladder, the black metal curved piece may not slip correctly under that top white bar. If it does not, then the whole step ladder is unsafe.
