would this machine benefeit from nerve neuropathy in my feet

The machine is of good design but very bad manufacture. After 6 months use the handlebar fractured and I had to have it welded. Two months later the pedal fractured and I also had it welded. It now goes fine but I wait to see what next will happen

No - you have to leave it up all the time or else dismantle it (unless I've missed something!). To be honest I'm less than impressed by it - the stirrups for the pedals are difficult to get your feet into nit helped by the fact that the pedals swivel round all the time until you DO get your feet into them (basically it's a 2 person job to get yourself ready to start pedalling). But it is light and it did serve a purpose when my mobility was poor, because you don't have to launch yourself over the bike and into the seat - you just sit wherever you are.

handlebars need to be straight across. does it come with change of handlebars?

No. It acts like a cross trainer but without the arm and leg movements being cross linked - so you don't have to use the top 'pedals' as an exerciser - just tighten up the friction damper knob and it will be harder to move - serving as handlebars (albeit the 'pedals' will be in different positions).
