well, you plug one side to the FAN slot on the motherboard and plug another side to the cooling fans wire. Its a simple extension for the fan wire.

Q: Is this is a must? im building in a define r5 and only adding one 140 mm fan somewhere.

A define R5 has two built-in fans - one in front, and one at the back + an option to place extra fans to the top and side.In case you want to connect a frontal fan to a motherboard(which I recommend) and have a big-sized GPU(like GeForce960 or some other gaming GPU) it is definitely a must. Even without a GPU, a built-in wire will be stretched-out like a sting, which is obviously not a good thing.

Q: Can you connect it to a fan splitter

This is another question can I attach one end to the motherboard and the other too the fan splitter then fan splitter into two fans? Will that work or will they not connect like that

Q: Can you plug them into them selves to make a longer cable extension then 30cm?

No idea. Maybe? I mean one is a female and the other male, you would need to check that the electrical wires don't cross over inside the sleeve reversing the connection from one plug to another, better to order the length you need. I would not do it.
