Does this pen takes international standard cartridge?

I would be cautious about the other answer - in general, Platinum pens do not take standard international cartridges but need Platinum refills or converters. There is an adapter you can get at some pen websites like Goulet Pens and Anderson Pens, so that Platinum pens will take standard international cartridges or converters, but otherwise this uses Platinum proprietary cartridges and converters only.

Do these need to be stored nib face up or can they be laid down long term without risk of ink spill or splatter upon uncapping?

I've not had any problems. I don't typically store my pens nib up. Usually I store mine in a drawer or just lay on a desk. Never had a leak or squirt. A great pen.
