No chest straps, but broad shock absorbing shoulder straps. Very comfortable with reasonably heavy loads - ie wine, groceries and laptop.

Does it stand upright on a flat surface or does it topple over when full or empty ?

Most of the time it stands OK, unless you have a lot of other stuff in the front pockets. Really good bag, loads of room, takes a good bit of abuse and still very good, have bought about 8 of these for the team at work, they last the best out of any previous similar ones. Good buy at the right price, be sure to shop around as some places are 1/2 the price for the same thing.

Does it have any reflective material outside, for the safety when walking in the dark?

No, although it would be fairly easy to apply your own. Various shapes, sizes and colours are readily obtainable.As you may realise I am a big fan of this bag.
