Is the Pressure Barrel used only for post-brewing storage and dispensing instead of syphoning the beer from the bucket into bottles?

Hello,The pressure barrel is used for secondary fermentation once you have achieved primary fermentation in your bucket. You then transfer your beer into the pressure barrel and prime with sugar (amount depends on kit instructions) to achieve secondary fermentation and pressurise your barrel.RegardsBalliihoo Homebrew

Would I need a pan as well to boil the beer?

No you just top up the barrel with hot water then add cold water till you get the right temperature. My top tip would be to stand the can in hot water for a few minutes before you open it. Then it pours out better.

Can I make cider with this kit and dose it come with instructions  for making  cider

Hi StuartYou can make Cider with this kit, but i would recommend a bottling set for cider (search this ASIN on Amazon B017XS5768) As bottling give a better carbonation (More fizz) Each Ingredient kit comes with specific step by step instructions (so whichever ingredient kit you buy to go with a starter set it would have instructions) Might be worth noting that some Cider ingredient kits come with an add back fruit sachet and this would require a 2nd bucket. (its usually the fruit flavoured ciders that do this as opposed to Apple Cider.Hope this helpsRegards Brad
