No playing board included. Never needed one when paying myself.. Just turning cards over really. Also doesn't include counters for leveling up but there is an app you can use for keeping track of score /levels

Can this be played on it's own or do you need a starter pack?

This game can be played on its own, as well as with any other version of Munchkin.

Why is this rated 13+? Is it the complexity or inappropriateness? I have a smart 8 year old son, and I think we'd have fun playing.

does star munchkin come with a board or is it just an expansion pack?

I can confirm that the star munchkin box does not contain the board or playing pieces which you get in the munchkin deluxe box. Even with out these it's still a great game & can still be played though it does help to have the board.
